Is court ordered support cases always closed at the age of 18?

My daughter's case was closed when she turned 18, last November. Recently I received a letter her case would remain open under Title IV-D of the Social Security Act.I inquired to find the meaning and haven't received a straight answer yet.Is court ordered support cases always closed at the age of 18?

One situation is when the child attends college or if they do not finish high school until after they turn 18. My wife paid support for her son until he was 18 and 6 months because that is when he graduated from high school. It can also continue (in some cases for life) if the child is seriously disabled and unable to function as an adult.
