In what cases will an expunged record be revealed?

It's a petty theft charge that was expunged (a #1 Misdemeanor) and I am going to graduate college soon and would like to become a teacher (please don't hassle me about morals, i've learned my lesson) however to apply for a job means getting a background check done with BCI and the FBI. Why do they need two agencies? Will the FBI reveal my expunged record? In what cases will an expunged record be revealed?
Unfortunately, it might. When you get a case expunged, its the court that seals and destroys the record. The problem is that the court is not required to update the BCI and FBI database. Once the record is in the database, it is up to you to provide BCI and the FBI AFIS system with a copy of the expunged record.
