Can anyone explain why plaintiffs attorneys stall when it comes to personal injury cases?

Meaning why do they wait until the statue of limitations is almost up until they file a complaint in court.Can anyone explain why plaintiffs attorneys stall when it comes to personal injury cases?
They usually don't. It actually HURTS their case to delay. Witnesses tend to forget. In the cases that they file at the last minute, it usually means they tried to negotiate out of court and the DEFENDANT stalled hoping the statute would run before the plaintiff gave up and actually sued.
