Atwater v. City of Lago Vista was about the 4th Amendment, not the 8th Amendment. It was about whether or not being stopped for a seatbelt violation was illegal seizure according to the 4th Amendment. SCOTUS ruled that since it was only punishable by fines, it does not constitute an unreasonable seizure under the 4th Amendment.What was the rule applied to 8th amendment cases prior to Atwater v Lago?
