Most counties in Ohio have a Law Library, that may help you out.
Legal fees vary depending on the quality of the attorney you hire. You need to call attorneys and get quotes from them.
Expect to pay between $150 an hour up to $700 an hour or more. They will collect a retainer in the beginning.
I use Findlaw to look at case precedents. They have a search field for key words - you can type in the nature of the case and ';Ohio v.'; and you should be able to find a record of all the high court decisions and appeals in Ohio for the particular crime.
